Cited from Hamiltonian simulation for the abstract's two claims. There is a product formula of every positive order m, with error of order x to the m+1, and for every order m at least 3 some coefficient in any finite product must be negative. The recursive stage count used on the algorithm page is the one Childs et al. record for Suzuki's formula.
